That the person parked in the handicapped spot isn't really handicapped.

According to the state of Minnesota this is the criteria to be eligible for a disability plate/certificate

Disability License Plates

Disability license plates are issued to a person with a physical disability or to a custodial parent or guardian of a minor with a permanent disability.

A disabled person may only obtain one set of disability plates.

Fee: $15.50 ($7.00 license plate fee [$5.50 for single plate] plus an $8.50 service fee)

The application for disability plates must be completed and signed by the vehicle owner or primary driver and by one of the following: a licensed physician, physician's assistant, advanced practice registered nurse, or chiropractor.

If you submit your application through your local motor vehicle office, you'll be issued a temporary permit to display until you receive your license plates.

I'm not trying to judge, (really I'm not), but I know the person driving this said car. I can see that she is physically and mentally with it. Now, she might be that person who is a guardian of someone with a disability. However, that person isn't with her today. So, she really shouldn't be using her handicapped sticker today. POOR TASTE LADY I KNOW! POOR TASTE!
